As a Category II Center under the auspices of UNESCO, CISTRAT continued in this year to fulfill the agreement between UNESCO and the Chinese Government by carrying out the following tasks.

Firstly, the international training workshop continued to be held, which provided technical support for developing countries with regard to S&T development strategies and policy research.

The Fourth CISTRAT International Training Workshop, held under the title of “Research and Method of Scientific and Technological Innovation Policy: Improving the Ability of National Science and Technology Innovation Evaluation”, lasted from October 18th to December 6th, with 15 foreign trainees and 6 Chinese trainees. Trainees were taken to Shanghai for a field study.

Secondly, international cooperation projects were conducted to strengthen dialogue and cooperation among countries of different models.

Besides cooperating with OECD to carry out research projects, CISTRAT also conducted research on " Comparative Study on Organization and Operation Model of Scientific and Technological Innovation Policy and Management between China and US" under the Sino-US innovation dialogue framework, research on "China's Social Responsibility in Disaster Response" with authorization of the Ford Foundation, and "International Comparative Study of Technology Transfer Policy and Practice" with the World Intellectual Property Organization. CISTRAT and KOSTEC worked jointly on a project entitled "China- South Korea Science and Technology Innovation Policy Related Issues Research", from which 4 sub-projects were conducted, namely, "Chinese and South Korean Scientific and Technological Personnel Evaluation and

Incentive System", "China- South Korea Business Policy", "Chinese and Korean Government R & D Investment System" and " One Belt One Road Strategy in the China- South Korea Scientific and Technological Cooperation ".

Thirdly, international seminars were held to strengthen cooperation and dialogue among different countries in the fields of S&T policy and innovation.

In September, CISTRAT held expert meeting on "China-Germany Innovation Platform", which included 5 sub-platforms, namely, the China-Germany policy platform, clean water platform, urbanization platform, electric vehicle platform, and LED platform. 21 delegates attended the meeting, with German experts from Ministry of Education, Fraunhofer Association and the Aerospace Center etc., and Chinese experts from Ministry of Science and Technology, Tongji University, Tsinghua University and CISTRAT. They discussed about latest progress in China and Germany in terms of science and technology innovation strategy and policy.

In addition, CISTRAT attended the 10th China-Japan-Korea Science and Technology Policy Seminar which involved about 50 participants. This year’s meeting focused on scientific metrology and its application, innovation under the open R & D survey, human resources diversity and mobility, science and technology forecast and other issues.

Fourthly, CISTRAT enhanced the quality of strategy and policy research through international exchange activities.

Over this year, CISTRAT received more than 20 delegations from science and technology policy departments and government research institutions all over the world, including developing countries such as Brazil and Vietnam. During the talks, CISTRAT shared the experiences of China in science and technology strategy, policy

and planning with these delegations. CISTRAT also received delegations from Germany, Japan, Korea, OECD, UK, US and other developed countries and international organizations, and invited experts to discuss with CISTRAT researchers on the experiences and cutting-edge theories in science and technology development policy, all of which gave full play to the CISTRAT international cooperation network.

CISTRAT organizes visits to foreign research institutes every year for participation in international seminars and joint research tasks. Although most of the visiting destinations are research institutes in developed countries, during the past year, the number of visits to research institutes in Brazil, India and other developing countries increased significantly.

Fifthly, CISTRAT actively participated in activities organized by the UNESCO and China UNESCO Committee, and strengthened the exchange of experience with counterpart research institutions. In April, the National Committee of UNESCO of China convened a meeting, gathering 9 Category II Centres to establish the League of Category II Centers in China. The meeting elected the first Chairperson and identified a rotating mechanism as well as its Chapters, so that the Centres in China would be able to communicate on a convenient platform.
