As a Category II Center under the auspices of UNESCO, CISTRAT continued in this year to fulfill the agreement between UNESCO and the Chinese Government by carrying out the following tasks.
Firstly, the international training workshop continued to be held, which provided technical support for S&T development strategies and policy research of developing countries.
The Third CISTRAT International Training Workshop, held under the title of “STI Policy Research and Method: Reinforcing National Capacity on STI Assessment”, lasted from November 3 to November 22. It enrolled 12 international trainees and 5 Chinese trainees. Trainees were taken to Hangzhou for a field study. Through these activities, CISTRAT strengthened its communication with other parts of the world, especially the developing countries. Meanwhile, CISTRAT effectively explored the convergence of domestic and international cooperation platforms.
Secondly, international cooperative projects continued to strengthen dialogue and cooperation among countries with different models.
The China and Germany expert groups continued to promote their cooperation project named "Comparative Study of China-Germany Innovation System". CISTRAT also continued to conduct a nationwide international scientific and technological cooperation and exchange project survey and promoted comparative study of Chinese and German innovation policy.
CISTRAT was also commissioned by the Ford Foundation of the United States to carry out a joint project entitled “Improving China's Disaster Response in the Social Participation”. Combining with the development of new trends at home and abroad and new hot spots, CISTRAT carried out research projects such as “the New World of Technological Revolution in the Development Trends”, “One Belt and One Road Initiative and Scientific and Technological Innovation”, “Accelerating the Development of Beijing's International Technology Transfer Agencies”, “The Impact of the World's New Technological Revolution”, “The Trend of China's Technological Innovation on Shanghai”, “The Effect of Introducing Technology” and “Improving the Comprehensive Benefit of Utilizing Foreign Capital in China conducted by Foreign R & D Center”, etc.
Thirdly, international seminars were held to strengthen cooperation and dialogue among different countries in the fields of S&T policy and innovation.
In April, CISTRAT hosted the Third China-Germany Innovation Policy Conference in Beijing, which was co-sponsored by the Chinese Ministry of Science and Technology and the German Ministry of Science, Education and Research (BMBF). Li Meng, Vice Minister of Science and Technology of China and Gegege Hurt, German Secretary of Education and Research Secretary attended the opening ceremony. More than 100 representatives of political and technological circles from China and Germany discussed the industrial innovation, production and research cooperation, investment and international R & D cooperation, innovation and future topics in-depth.
On October 22-23, CISTRAT and the University of California held a workshop focusing on the theme of "Comparative Study on China-US Scientific and Technological Resources Allocation Mechanism", supporting the third session of scientific and technological innovation dialogue in Beijing. More than 50 Chinese and American scholars, officials, entrepreneurs attended the workshop. The dialogue mainly focused on the functions of government agencies in science and technology investment and coordination of multi-sectoral projects, the structure and methods of scientific and technological resource allocation, the process of allocation of government science and technology resources and performance management and the relevant policies of science and technology resource allocation. Both sides were willing to continue to consolidate and expand this academic dialogue mechanism in the future.
In 2014, CISTRAT contributed to holding the Ninth "China-Japan-Korea Science and Technology Policy Seminar" in collaboration with the Institute of Science, Technology Policy and Management Science of the Chinese Academy of Sciences. About 50 experts discussed innovation-driven development and creative economy, evidence-based STI Policy Formulation, green development and technology innovation, technology and diplomacy, technology forecast and public participation, etc. The China-Japan-Korea Science and Technology Policy Seminar was jointly sponsored by 5 science and technology policy research institutions in China, Japan and South Korea, and adopted five-party rotation mechanism to deepen exchanges and cooperation.
The First China - ASEAN Science and Technology Innovation Policy Seminar was sponsored by the Ministry of Science and Technology, China-ASEAN Science and Technology Innovation Policy Research Center, and co-hosted by CISTRAT and Beijing Great Wall Enterprise Strategy Research Institute, co-organized by the China-ASEAN Technology Transfer Center in September, 2014 in Nanning. The meeting achieved fruitful results, including achievement sharing of China and ASEAN countries concerning science and technology innovation policy research, clarifying of the key areas of cooperation, and establishing of the long-term working mechanism.
Fourthly, CISTRAT enhanced the quality of strategy and policy research through international events.
In 2014, CISTRAT strengthened cooperation and exchange in science and technology strategy and policy research through participation in international seminars and joint research projects. CISTRAT received Ms. Caroline Paunov, program officer from OECD, who discussed the progress of the research on inclusive innovation projects and the direction of the next step. CISTRAT participated in the study and submitted country reports. CISTRAT also applied for two research topics: translation and research of OECD Science and Technology and Industrial Scoreboard (2013 Innovation-Driven Development) and Inclusive Innovation Research. In addition, CISTRAT was represented at the 105th plenary session of the Committee on Science and Technology Policy (CSTP) and the seminar entitled "Assessment of Science, Technology and Innovation Policy Tools under Common Objectives", which shared key policy issues and related practical experiences.
Fifthly, CISTRAT actively participated in activities organized by UNESCO to strengthen exchange and communication. This year, CISTRAT received two visits from UNESCO Headquarters.
